Climate change is increasingly shaping international relations, foreign policy, development cooperation, and global negotiations. Paryaa examines climate diplomacy through Nepal's position in the international system, with a focus on multilateralism, climate negotiations, geopolitical interests, and the North-South divide. We explore how countries, especially LDCs, SIDS, and mountainous countries, negotiate climate action, finance, technology, and justice, and how Nepal can translate its climate vulnerabilities and strategic interests into diplomatic leverage. From the UNFCCC and COP processes to regional and bilateral relations, Paryaa connects climate policy with the broader dynamics of international relations and diplomacy.

Effective climate action depends not only on international commitments, but also on how those commitments are translated into institutions, policies, laws, and implementation. Paryaa examines climate governance across national, subnational, and international levels, focusing on institutional coordination, policy coherence, accountability, participation, and implementation. We explore how Nepal's climate commitments interact with development priorities, federal governance, local realities, and international frameworks. Strong governance creates the foundation for credible climate action, strengthens Nepal's negotiating position, and determines whether international commitments can produce meaningful outcomes on the ground.

Climate finance is where ambition meets implementation. Paryaa examines how climate finance is mobilized, negotiated, accessed, governed, and distributed, with particular attention to developing countries and climate-vulnerable states. We explore the global climate finance architecture, multilateral climate funds, loss and damage, adaptation finance, financial access, and Nepal's capacity to secure and utilize resources effectively. Finance is not separate from diplomacy or governance: diplomatic engagement shapes access to resources, while strong institutions determine whether finance reaches those who need it and delivers lasting climate outcomes.
